Texas doesn't have a single simple statewide caregiver-pay program — instead, family caregivers get paid through Consumer Directed Services (CDS), an option available inside several Texas Medicaid programs, most commonly STAR+PLUS.
What Consumer Directed Services is
CDS isn't a standalone program — it's a service delivery model available within Texas Medicaid programs like STAR+PLUS and Community First Choice. Under CDS, the person receiving care (or their legally authorized representative) becomes the employer of record for their caregiver.

- Must be a Texas resident, generally 21+ with a disability or 65+
- Must meet a nursing-facility level of care requirement
